If you live overseas, you may have difficulty finding a notary. If you do this, the notary can be waived. The ID in the selfie photo must be clear and legible for verification. In place of the notary, you can take a selfie photo of yourself holding your photo ID and submit that along with your signed Form 1583 and IDs.
